MADISON COUNTY COMMISSION MINUTES
March 10, 2008
On March 10, 2008, The Honorable Madison County Commission met pursuant to adjournment on with the following officers present; Presiding Commissioner John Rauls, First District Commissioner Dennis Bradford, and Second District Commissioner Terry Hovis.  County Clerk, Don Firebaugh, was present to record the proceedings.

Presiding Commissioner John Rauls called the meeting to order at 9:00 A.M.  The following business was transacted.

A motion was made by Commissioner Hovis to accept the agenda as presented.  Motion was seconded by Commissioner Bradford.   Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Hovis (yes).

Minutes from the last meeting on March 3, 2008 was read by County Clerk, Don Firebaugh. A motion was made by Commissioner Bradford to amend the minutes to read "departments are prohibited by department regulations to provide this type of service" and delete "law".  (Referring to the E-911 report concerning the ambulance service).  The motion was seconded Commissioner Hovis.  Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Hovis (yes).

Mr. Matt Lloyd from Fabick Tractor presented the Commission with an estimate to repair a CAT Front End Loader used by the Road and Bridge Department.  He also quoted prices for new equipment that can be either leased or purchased.  Another visit has been scheduled next week with further information on new equipment.

Shanna Sorg from VISTA introduced herself to the Commission and offered assistance to Madison County.  She is an employee of Americorp.

E-911 Director Bill Starkey reported to the Commission the operational status of equipment in the 911 department.  He requested the Commission approve a request from the Cherokee Pass Volunteer Fire Department to Ms. Betty Leseure of Community Development Group, Jefferson City, MO.  Cherokee Pass Fire Department is requesting that since the two bids submitted to build the new firehouse exceeds the grant of $300,000, the department will be allowed to be the general contractor.  The Commission approved the request.

Prosecuting Attorney Lora Cooper presented the Commission with information that had requested about district alignment.  She said Madison County was in compliance with RSMo, Chapter 49.010

Ernie Robinson, Acting Supervisor for Madison County Road and Bridge department, reported all work accomplished by his department the past week and the operational status of equipment.  He said a CAT Grader is now being repaired.  He said that several culverts are stopped up and are being cleaned this week.

Presiding Commissioner Rauls and Commissioner Bradford attended a meeting at Madison County Jails with members of the fire departments, Missouri State Highway Patrol, Fredericktown City Police, Madison County Sheriff's Department, EMS, and both area air evacuation services.  They discussed the possibility of losing an ambulance service in Madison County.  Spokesmen from all departments and services stated that neither the fire departments nor law enforcement agencies will transport victims to the hospital in the event of an emergency.  The air evacuation services will be limited to their ability due to weather and evaluations from trained personnel at the scene.

On March 6, 2008, Presiding Commissioner Rauls attended a meeting at the Madison County Extension Office.  Discussion on obtaining a grant for high speed internet service for locations now unavailable in the county was held.  On March 7, 2008, he attended a Bio-Energy meeting at Black River Electric Cooperative.  Ways to use sawmill waste and timber harvesting to create power and energy was discussed.  Commissioner Rauls, Commissioner Bradford, Becky Hunt from Madison County Health Department, and Kent Marler attended a meeting at the Fredericktown Senior Center to present information on the proposed Ambulance District for Madison County that will be on the April 8, 2008 ballot.

First District Commissioner Dennis Bradford called Mr. Crawford about a problem with a culvert on Road 533.

Second District Commissioner Terry Hovis received calls from residents on Roads 312, 254, 301, 241, and a call regarding the river cutting into Road 315.

Leroy and Eileen Poelker called the County Clerk and wanted to thank the Road and Bridge Department for quickly replacing the 911 sign torn down on their road during the ice storms.

Bills from the previous week were presented.  Commissioner Hovis made a motion to pay all bills and was seconded by Commissioner Bradford.  Motion carried by vote: Presiding Commissioner (Yes), Commissioner Bradford (Yes), and Commissioner Hovis (Yes).

No further business was transacted.

Commissioner Bradford made a motion to adjourn and was seconded by Commissioner Hovis.  Motion carried by vote; Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Hovis (yes).

Ordered that the Commission adjourn until 9:00 A.M. on March 17, 2008.
