Search continues for man who fired shots
Schroeder believes Emily is in Washington County

POTOSI — Authorities in Washington County are still searching for a man who shot at a sheriff’s deputy Saturday. Police are looking for Phillip Emily, 33, Richwoods. According to police reports, Emily shot at a deputy while she was attempting to arrest him at approximately 4 p.m. Saturday. The deputy returned fire from her service weapon and was not injured.
“We have an unconfirmed report from a source that one of the bullets struck Mr. Emily in the right ear,” said Washington County Sheriff Kevin Schroeder. “We have contacted the local hospitals to see if anyone matching Mr. Emily’s description has sought treatment for this type of injury and no one has as of yet.”
Schroeder said on Saturday that his deputy fired two rounds at the suspect before Emily ran off into a wooded area.
Emily is wanted on outstanding warrants out of Washington County, Jefferson County, Franklin County and Shelby County. The deputy recognized Emily driving a gray stolen Ford Mustang near Tiff and attempted to pull the him over.
“He fled from the deputy and went up Route E to Route CC near Blackwell,” Schroeder said. “He then ran off the roadway and went down a ditch line.”
Schroeder said the deputy finally stopped the vehicle and Emily got out of the Mustang holding a large hunting knife. At that time the deputy drew her gun.
“Emily turned and ran approximately 25 feet and then pulled a 9 mm handgun from his waistline. He pointed the gun and fired it at the deputy. The deputy discharged two rounds at Emily from her gun.”
The suspect then fled into a wooded area.
Several officers searched on foot for Emily Saturday night in the wooded area. Helicopters were brought in later to search areas that Emily is known to frequent.
“We couldn’t use the helicopters on Saturday because of storms that were in the area,” Schroeder said. “We feel pretty confident that he is still in the area. He is typically in Washington County or the other surrounding counties.”
Schroeder said Emily should be considered armed and dangerous. Anyone spotting him should not attempt to interfere. Call the police instead at 573-438-5478.
“I don’t think he would intentionally hurt civilians, but when he is trying to run from the police he doesn’t care who he hurts in the process,” Schroeder said.
In 2007 Emily was charged in Washington County with two counts of second-degree assault, resisting a lawful stop, tampering with a motor vehicle and leaving the scene of a motor vehicle accident.
According to court records, Deputy Zach Jacobsen attempted to pull Emily over for operating a stolen vehicle. The Dodge Ram that he was driving had been reported stolen earlier that month in St. Charles County.
Rupp said Emily fled in a manner that created a risk of serious injury or death by driving at speeds exceeding 100 mph. He said Emily crossed the centerline on Route E near Robart Road and struck a another vehicle. The other vehicle then struck a third vehicle.
Associate Judge Troy Hyde declined to bind the case against Emily over for trial because the Washington County deputy couldn’t say for certain who was driving the stolen vehicle.
Emily avoided being arrested for weeks following the crash in Washington County. A law enforcement officer attempted to pull Emily over in Jefferson County after discovering Emily was wanted in Washington County. He said Emily crashed the vehicle and was injured. At that time he was taken into custody and was later released.

um-NO that would be way to good for a person like that what send him back to prison so us tax payers can support NO send him to iraq sense he likes to try and kill the people here that protects each and everyone of us or lets go back to the old days and get a rope!!!!

um-no that would be to good and us tax payers would have to support his Hide while he sits there and rots i think send him to iraq and let him shot at them people over there sense he likes to try and kill his own kind but dont give him a gun if he wants one he can try and get one from them

Why isn't this fellow in Jail? They must not have room for him because of all the bad check writers and the child support debtors that are taking up the jail space...Isn't it time that we start detaining the real criminals.
