Police still seek man they said shot at deputy

POTOSI — The Washington County Sheriff’s Department believes Phillip Emily may be in the Chicago area. Sheriff Kevin Schroeder said his department received some “unsubstantiated” information about Emily’s whereabouts a couple of weeks ago.
He said it isn’t known if Emily has family or friends in Chicago.
“We haven’t had any reported sightings of Emily around here in quite some time,” he said. “The last information we received about him is that he is out of the area.”
Emily, 33, Richwoods, is facing several charges in reference to an incident that occurred on June 21 in which police say he shot at a deputy.
He was charged on June 23 with three counts of assault on a police officer in the first degree, three counts of armed criminal action, one count of unlawful use of a weapon, one count of leaving the scene of an accident and one count of tampering with a motor vehicle in the first degree.
The incident on June 21 began when a Washington County deputy saw Emily in a stolen Ford Mustang near Tiff. The deputy turned on her flashing lights and tried to pull him over. Emily also was wanted on outstanding warrants out of Washington County, Jefferson County, Franklin County and Shelby County.
After a pursuit the deputy finally got the vehicle stopped. According to police, Emily then shot at the deputy. The deputy returned fire, but Emily escaped into a wooded area.
The deputy was not hurt.
Three people have been arrested and charged in connection to Emily since June 21. Authorities arrested Jillisa Davis, 17, Cadet on June 26. She has been charged with one count of first-degree tampering with a motor vehicle and one count of hindering prosecution. Washington County Sheriff Kevin Schroeder said Davis is Emily’s girlfriend and helped hide him from police.
Mark Ligue, who was born in 1965, and Theresa Kean, born in 1977, have each been charged with hindering a felony prosecution.
Ligue and Kean are accused of allowing Emily to hide out at their house after he fled from police on June 21 near Blackwell.
