Madison County Commission Minutes
On August 11, 2008, The Honorable Madison County Commission met pursuant to adjournment on with the following officers present; Presiding Commissioner John Rauls, First District Commissioner Dennis Bradford, and Second District Commissioner Terry Hovis.  County Clerk, Don Firebaugh, was present to record the proceedings.

Mr. Sheldon Combs, Mr. Keith DeSpain, and Ms. Ruth Ann Skaggs were present as observers.

Presiding Commissioner John Rauls called the meeting to order at 9:00 A.M.  The following business was transacted.

A motion was made by Commissioner Hovis to accept the agenda as presented and was seconded by Commissioner Bradford. Motion carried by vote: Presiding Commissioner Rauls (yes) and Commissioner Bradford (yes), and Commissioner Hovis (yes).

Minutes from the last meeting on August 4, 2008 were read by County Clerk, Don Firebaugh.  A motion was made by Commissioner Bradford to accept the minutes as presented.  The motion was seconded Commissioner Hovis.  Motion carried by vote: Presiding Commissioner Rauls (yes) and Commissioner Bradford (yes), and Commissioner Hovis (yes).

The Honorable Associate Circuit Judge Robin Fulton told the Commission that a bill for            $ 2,220.00 will be presented in the near future to pay a court appointed attorney fee.

Commissioner Bradford made a motion to appoint Mrs. Becky Hunt to the Madison County Emergency Preparedness Director position vacated by Mr. Bill Starkey.  Commissioner Hovis seconded the motion.  Motion carried by vote: Presiding Commissioner Rauls (yes) and Commissioner Bradford (yes), and Commissioner Hovis (yes).

Road and Bridge Supervisor Gregg Pruett submitted a report before the meeting of all work accomplished by his department the past week and the operational status of equipment.  He said that one tandem dump truck and one pickup truck were being repaired today.  The Commission approved Pruett's request to allow Clyde Bess, Jr. and Dennis Figge full time employment.  They will replace Jerome Welter, who is retiring and Richard Pennell who moved out of state.  Part time employment will be extended on two other Road and Bridge employees until backlogged work is accomplished in Madison County.

Presiding Commissioner Rauls said he is scheduling a Madison County Ambulance District organizational meeting within the next few days.  Elected members are: District 1-Sarah Page (1 yr.); District 2-Henry Vincent (2 yr.); District 3-Randall Tiefenauer       (3 yr.); District 4-Roger Stevens (1yr.); District 5-Phyllis McDowell (2 yr.); and District 6-Dr, Martha McGraw (3 yr.).  The first meeting will be held in the Commissioner's Room in the Courthouse.

First District Commissioner Dennis Bradford said a resident on Road 531 called wanting brush removed.  He also resolved a problem on Road 437 and said some unfinished work on Road 220 is being completed.

Second District Commissioner Terry Hovis said all complaints have been turned in to the Road and Bridge Department and will be completed shortly.

Commissioner Bradford made a motion to recess and convene into a short Executive Session to discuss personnel matters authorized by RSMo 610.021 and in compliance with RSMo 610.022.  Commissioner Hovis seconded the motion. Motion carried by vote: Presiding Commissioner Rauls (yes) and Commissioner Bradford (yes), and Commissioner Hovis (yes).

Commissioner Bradford made a motion to resume into open session.  Commissioner Hovis seconded the motion.  Motion carried by vote: Presiding Commissioner Rauls (yes) and Commissioner Bradford (yes), and Commissioner Hovis (yes). 

After reviewing resumes submitted for the E-911 Director and interviewing selected applicants, Commissioner Bradford made a motion to hire Steven F. Perkins as the E-911 Director. Commissioner Hovis seconded the motion.  Motion carried by vote: Presiding Commissioner Rauls (yes) and Commissioner Bradford (yes), and Commissioner Hovis (yes).

Bills from the previous week were presented.  Commissioner Hovis made a motion to pay all bills and was seconded by Commissioner Bradford.  Motion carried by vote: Presiding Commissioner Rauls (Yes), Commissioner Bradford (Yes), and Commissioner Hovis (Yes).

There was no erroneous tax assessments abated this week.

Commissioner Bradford made a motion to adjourn.  Commissioner Hovis seconded the motion.  Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Hovis (yes).

No further business was transacted on August 11, 2008.

Ordered that the Commission adjourn until 9:00 A.M. on August 18, 2008.
