On June 29, 2009, the Honorable Madison County Commission met pursuant to adjournment with the following officers present; Presiding Commissioner John Rauls, First District Commissioner Dennis Bradford, and Second District Commissioner Larry Mungle. County Clerk Don Firebaugh was present to record the proceedings.
Sheldon Combs attended the meeting.
Presiding Commissioner John Rauls called the meeting to order at 9:00 A.M. After the Pledge of Allegiance, the following business was transacted.
A motion was made by Commissioner Mungle to amend the agenda to add "discuss County Road 208". Motion was seconded by Commissioner Bradford. Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).
Minutes from the last meeting on June 22, 2009 were read by County Clerk Don Firebaugh. A motion was made by Commissioner Bradford to accept the minutes as presented. Commissioner Mungle seconded the motion. Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).
E-911 Director Steve Perkins reported the operational status of equipment in the 911 department. He said that Workforce has been contacted and they will be used when vacancies exist for the Madison County E-911 department. He said a 50 % matching federal grant is available to upgrade the 911 equipment. Mr. Perkins said that effective July 3, 2009; the Madison County E-911 department will start dispatching calls for the Madison County Ambulance District.
Road and Bridge Supervisor Gregg Pruett reported all work accomplished by his department the past week and the operational status of equipment. He said the road grader with a hydraulic leak had been repaired. Mr. Pruett said the department was grading County Road 310 because of loose gravel. Discussion followed on the progress of the new bridges being built on County Road 516 and County Road 537. Most of the work is complete except fencing and a water gate for the bridge on County Road 516. Grader operator training will be available in New Madrid, MO in July for county employees and Mr. Pruett plans to send some of the Road and Bridge crew.
Under new business, Presiding Commissioner Mungle discussed a request to possibly lease or purchase a small piece of county property on County Road 208.
Presiding Commissioner Rauls requested a motion be made to approve a grant from the Department of Social Services, Family Support Division. The grant, if approved, will provide Madison County its full allocation of $ 40,747.00 for the Homelessness Prevention and Rapid Re-Housing Program. The grant request is administered through SEMO Regional Planning and Development Commission and the funds are monitored by Madison County Government.
Commissioner Bradford made a motion to apply for the grant. Commissioner Mungle seconded the motion. Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).
Under old business, discussion followed about the courthouse roof replacement Midwest Lifetime Roof Systems, one of two bidders, received the contract for replacing the Madison County Courthouse roof. The bid was for $ 65,368.00. The Commission approved a deposit of $ 12,000.00 be sent to the contractor. They will begin work in approximately six weeks.
A letter was sent to the Madison County Historic Society stating that insurance will be provided on the Old Jail since the building belongs to the county.
Mr. Grea Carter from Carter Contractor's LLC and staff was present to discuss the debris removal contract and their plans to clean up the debris from Madison County Roads and Right of Ways. Commissioner Rauls said that until after the FEMA meeting on Wednesday, a contract cannot be signed or commitments to funding limits.
Commissioner Bradford said he attended a Homeland Security meeting in Sikeston, MO and the board voted to purchase four 86,000 kw generators for the region, which one will maintained in Madison County. Another 26,000 kw generator will also be purchased and stored in each Homeland Security trailer. Madison County also maintains one trailer. He had a call about a culvert on County Road 513 and said the crossing on County Road 508 is almost finished. Commissioner Bradford met with the engineer for the new bridge on County Road 516 and he is pleased with its progress. He will meet with MODOT and the engineer working on County Road 537 bridge this week. He said the bridge is almost completed.
Commissioner Mungle said he had received no calls the past week.
Commissioner Bradford made a motion to approve accounts payable for the past week. Commissioner Mungle seconded the motion. Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).
The County Clerk reminded the Commission that the Courthouse will be closed on Friday, July 3, 2009 to observe Independence Day and that the Board of Equalization will convene at 1:00 P.M., July 6, 2009.
Commissioner Mungle made a motion to adjourn. Commissioner Bradford seconded the motion. Motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).
No further business was transacted on June 29, 2009.
