Board recognizes Washington-Franklin as Blue Ribbon school
District takes look at first quarter budget

FARMINGTON — The Farmington School Board met Tuesday evening for their regular monthly meeting. They honored a retiree of the district, went over the first quarter budget and enrollment, recognized a Blue Ribbon school and gave approval for the Farmington High School Drum line to attend a national convention in Indianapolis.
Truman Kindergarten Principal Barb Guiley presented the Heartland Hero award to Samantha English. She is chairman for PTG (Parent Teacher Group) and a mother of four. She likes to work in the background and stay behind the scenes, Guiley said.
Guiley then presented the Featured Teacher award to Rosemary Stearns. She has been with the Farmington School District for 15 years. She works in early childhood education and drives from Perryville every day to be a part of the Farmington school district.
Interim Superintendent Jerome Watson recognized Martin Crites who is retiring at the end of October. He worked a variety of technology jobs during his military career and began as a janitor about 1995 with the school district. Shortly after that, Farmington added another technology position and he has been there ever since. Crites has been with the district for about 14 years.
Don Eaton presented the board with the first quarter budgets for the district. Farmington has an overall deficit of revenues over expenditures in the amount of $1,893,376. The first quarter budget adjustments result in a net decrease in the districts budgetary position of $83,508 increasing the deficit to $1,976,884 as of Sept. 30, 2009. The operating funds budget deficit is now $621,338. Budgeted deficits for debt services funds and construction funds are $209,127 and $1,146,419.
The board approved the first quarter budget resulting in an adjusted budget with total estimated revenues of $33,589,488 and total proposed expenditures of $35,566,372 as of Sept. 30, 2009.
The district’s enrollment is at 3,762, up 76 students from last year.
The school board members recognized Principal Angie Winch and Washington-Franklin School for their Blue Ribbon achievement. Four staff members and Assistant Superintendent Jeff Williams will attend a meeting in Washington, D.C., on Nov. 3 to receive the award.
In order to be awarded the Blue Ribbon award a school must be a Gold Star school and be in the top eight for the elementary level. It is one of eight elementary schools in the state to receive the award.
Assistant Superintendent Jeff Williams presented the school board with the recommendations to submit a plan to DESE (Department of Elementary and Secondary Education) as a result of not meeting the Adequate Yearly Progress (AYP) requirements in Communications Arts for the second year in a row.
They have already sent a letter home to parents in the district informing them of the improvements the school plans to make and the specific reasons they failed the AYP.
The Farmington School Board approved the request made by Mr. Farrow, Lincoln Intermediate music teacher and FHS percussion supervisor, to take nine students to the P.A.S.L.C. National Convention in Indianapolis, Ind. Farrow said that this would be a trip of a lifetime for the students. They will be able to ask questions and see top bands perform.
The next school board meeting will be held on Nov. 17 at 6 p.m. at the Farmington School Board Building.
