Madison County Commission Minutes
On October 19, 2009, the Honorable Madison County Commission met pursuant to adjournment with the following officers present: Presiding Commissioner John Rauls, First District Commissioner Dennis Bradford, and Second District Commissioner Larry Mungle. County Clerk Don Firebaugh was present to record the proceedings.

Mr. Sheldon Combs and Sheriff David Lewis attended the meeting. The agenda included Ruth Ann Skaggs, Becky Hunt and Patty Yount.

CALL TO ORDER

Presiding Commissioner Rauls called the meeting to order at 9:00 AM by. After The Pledge of Allegiance, the following business was transacted.

AGENDA

A motion was made by Commissioner Mungle to approve the agenda. Motion was seconded by Commissioner Bradford. The motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).

MINUTES READ/APPROVED

Minutes from last weeks meeting on October 5, 2009 was read by County Clerk Don Firebaugh. A motion was made by Commissioner Mungle to accept the minutes as presented. Motion was seconded by Commissioner Bradford. The motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).

E-911 REPORT

Steve Perkins, E-911 director reported by letter. He is out of state attending training on the Pictory program.

A report of 911 calls from September was submitted. A total of 401 calls on the emergency lines were received. Of these calls, 77 were emergencies, 21 fire, 116 law calls, 122 hang ups, 50 non-emergency, 5 transfers, and 10 test calls. Of the 401 calls, 231 were from cellular phones.

Mr. Perkins said Mid-December is the projected date for AT&T to commence installing new 911 equipment provided for by the recent federal grant.

He attended a directors meeting in Jefferson City on October 15, 2009.  He said an attempt to pass legislation to provide a wireless communication tax on cell phones is ongoing.

Laurean Marler has been appointed a full-time dispatcher. She is attending MULES training in Poplar Bluff this week.

Mr. Perkins requested authorization to purchase two new chairs for $618.00.

Commissioner Bradford made a motion to approve the purchase. Motion was seconded by Commissioner Mungle. The motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).

ROAD & BRIDGE

Gregg Pruett, Road and Bridge Supervisor reported on all work accomplished by his department the past week and the operational status of equipment.

The Commission asked Pruett to proceed with a culvert installation on County Road 500.

They said another culvert on County Road 537 also needs installed.

Commissioner Mungle said the blacktop patching on County Road 238 is coming apart and County Road 234 needs repaired.  County Road 303 looks good except one place needs further repair. He asked about the progress of the bridge work on County Road 306. The downstream concrete apron needs to be completed. Commissioner Mungle asked Mr. Pruett to check County Road 301 and County Road 304 for culvert needs.

Mr. Pruett said the department is working a five day, eight hour day again. He also had a safety meeting last week for department employees.

BECKY HUNT, HEALTH DEPT.

Becky Hunt, Madison County Health Director requested the Commission's approval to establish a credit line at New Era Bank that will enable payment of immediate accounts payable caused from the wind storm in May until grant funds are received.

Commissioner Mungle made a motion to approve the resolution. Motion was seconded by Commissioner Bradford. The motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).

Hunt was asked questions regarding the H1N1 immunization program. She said the priority of vaccinations, when received, is by age groups and certain other risk factors. She said to call the Health Department at 783-2747 for more information.

RUTH ANN SKAGGS - CHRISTMAS TREE

Ruth Ann Skaggs requested approval from the Commission to allow the Downtown Revitalization Committee use the courthouse square on Halloween night to provide witches brew and trunk-or-treating.

Commissioner Bradford made a motion to approve the request. Motion was seconded by Commissioner Mungle. The motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).

CHRISTMAS TREES DISCUSSED

Ms. Skaggs discussed the annual Christmas tree display around the courthouse during the Christmas season. She said many people have requested that one community tree be placed on the courthouse lawn rather than many commercial trees. She asked permission for the Downtown Revitalization Committee be allowed to place one community tree on the courthouse lawn this year.

Patty Yount who has helped coordinate the yearly event appeared and commented about some concerns she has with the program. She has received some complaints about the commercial appearance of the program. She also said the trees get blown over, lights do not work properly and several complaints have been received about the proper maintenance and appearance of the trees. The Commission said they have received some complaints also and are concerned with the liability issues.

Commissioner Bradford made a motion to allow one community Christmas tree be placed on the courthouse square lawn this year by the Downtown Revitalization Committee. Motion was seconded by Commissioner Mungle.  The motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).

VETERAN'S DAY

On behalf of VFW Post 4320, County Clerk Don Firebaugh asked permission to use the south lawn of the courthouse for a Veteran's Day ceremony on November 11, 2009 at 11:00 A.M.

Commissioner Bradford made a motion to allow the local VFW Post to use the courthouse square lawn for the Veteran's Day ceremony. Motion was seconded by Commissioner Mungle. The motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).

COMMISSIONER REPORTS

Presiding Commissioner Rauls said he received work from Congresswoman Emerson's office that she is working to keep the county bridge program alive. He also thanked Black River Electric for assisting with the installation of the courthouse flag pole rope last week.

Commissioner Bradford drove over most roads in the Beulah, Jewett, and Saco area last week and found them to be in good condition. He said a bridge on County Road 411 has dropped down and needs work. The entrance to County Road 411 off Highway C was rough and needed some work along with the hill on County Road 439. County Road 432 needs material on the hills, County Road 445 needs rock, and the hill on County Road 431 at Samples Farm is rough. Commissioner Bradford said parts of Count Road 416 may need some rock and the bridge on County Road 437 looks to be in bad shape. He asked Gregg Pruett to inspect the bridge and report his findings. The Commissioner Bradford said a gas line is exposed at the first gate on County Road 455. Other roads he found in good shape are 325, 410, 412, 417, 419, 424, 426, 435, 447, 450, 452, and 454.

Commissioner Bradford also attended the Madison Medical Center board meeting last week.

Commissioner Mungle said he drove over most of the county 300 series roads last week. Most of the roads are getting back in good shape and look better than they have in several years. He had a call from a resident on County Road 354 about debris removal, a call needing brush cut at a stop sign on County Road 216 and a call about white rock being placed over blacktop.

The bi-annual salary commission will meet at 11:00 A.M., Monday October 26, 2009 as required by RSMo 50.333.

ACCOUNTS PAYABLE APPROVED

Commissioner Bradford made a motion to approve accounts payable for last week. Motion was seconded by Commissioner Mungle. The motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).
