North County employees will receive stipends

Board, superintendent conflicted about mid-year pay

BONNE TERRE — North County Superintendent Dr. Yancy Poorman admitted he got himself in a mess when he told employees they could expect a mid-year stipend from the savings he anticipated.

Since salaries had become a big issue, Poorman had said he would give every new dollar through non-budgeted revenue or savings before November to employees through a stipend.

On Tuesday, he told the school board that with that understanding, full-time employees should receive a $750 stipend and part-time employees should receive $375.

Poorman said he was making the recommendation with great reservations because of what he knows about state funding now.

He said he has been hearing that districts should expect 30 to 40 percent cuts in state aid next year. He said already this year the state has cut about $200,000 of their Prop C money and has cut transportation funding to last year’s level.

Going with the $750 stipend would cause the district to deficit spend about $10,000, Poorman said.

Board members voiced their concerns about the financial uncertainties ahead.

Board member, Jack Poston said he was really worried about Jefferson City/state funding in the next couple of years and said the district had to be good stewards of the district’s money.

Board President Keith Bannister said he was leery of doing the full amount. He said he would rather the board consider an amount between the $750 and the $250 the employees got last year.

Board member, Janice Neubrand said she would also hate to give the employees the $750 and then have to eliminate a teacher position next year. She said she felt more comfortable with a $600 stipend.

Bannister said he felt more comfortable with a $500 stipend, which would give the district more cushion.

Board member, Lisa Umfleet made the motion they should do what they said they would do without deficit spending. Poorman estimated that would be a $735 stipend for full-time employees and a $367.50 stipend for part-time employees. The motion passed with Poston, Neubrand and Bannister voting against it.

Poorman did have some good news for the board.

Poorman said Kromm, Rikimaru and Johansen Inc. graciously decided to stick with the original contracted rate of 5.25 percent after the board had agreed to raise it to 5.5 percent. The adjustment would have given KRJ about $12,000 more.

He also said there was a bond-refunding opportunity for the 2005-06 bonds that would save the district some money.

Also during the meeting, Alan Blair of CCS, the construction management group in charge of the Parkside Elementary project, said the wet weather in October and this week has hampered progress, but the school project is still set to be finished two weeks ahead of schedule. The project will be ready for the start of school next year.

Poorman said they’ve only lost eight days due to weather. He said Brockmiller Construction has been wonderful to work with.

School board members were shown samples of the exterior colors of the addition. District staff will meet with KRJ in December to talk about interior colors.

Blair said there will be a pre-bid meeting on Tuesday for asbestos abatement for the part of the old school that is being torn down. Bids are due back on Dec. 9 and the project will be awarded at the December school board meeting.

Also, the board approved a utilities easement to AT&T at Parkside Elementary.

Associate Superintendent Mike Henderson said attendance and the graduation rate for the district went up last year. He said the attendance rate of 94.1 percent was the highest they’ve ever had but still is not what the state wants. For years, the attendance rate had been at about 92 percent. He is worried about how the flu season will affect the attendance this year.

In other matters, Umfleet asked administrators to consider hiring a grant writer.

Assistant Superintendent Mike Jarvis submitted a letter announcing he plans to retire in July. Jarvis came to North County in 2006 from the Central school district where he was an elementary school principal. In 2003, Jarvis was selected as the Southeast Missouri Distinguished Principal of the Year.

Yes! Yes! Yes! Let Mr. Jarvis retire and DO NOT replace him. I don't think he makes 120K but I'm sure it's up over 80K. All of his duties can be handed out to other administrators in the district. Several businesses have consolidated positions to get through the recession. Why can't our school district do the same?

Finally, Mr. Poorman is a man of his words. But does the next statement have to be cutting a teacher's position? Why not leave Mr. Jarvis's position unfilled? Why do we need three coaches when we don't have enough players to make barely two teams? Why do we seem to create positions just so we can hire certain coaches? Maybe we should look at cutting other places first, instead of always looking at teaching positions...

Do they need an AD? Ummm, speaking to a coach the other day...YES. Coaches do too many other things to have to worry about scheduling of games, bus drivers, and to do all the PR things to promote the school. The "guy" cutting the grass on the field is an employee of the school. He does a GREAT job keeing up with all the fields and has worked hard to make many improvements to them. He is a big part of the school, and YES they need him. "How many principals do they need at the High School?" 2 if they had a dean of students to handle all the skipping and absent kids, so yes they need all 3. if they only had 2, this blog would be fill of complaints about that! I agree, don't fill Jarvis' job. then you can give the teachers the stipend and hire more teachers where we need them. However, I hope they won't create more PE positions at the HS to hire coaches!

I think the staff needs more money, I think they have suffered enough, but at the same time everyone is suffering in this tough time..I think they should make some cuts but not teachers..why do we need a AD, why do we need so many at the admin office..do they actually do anything?
I dont even think they cut their own grass, are they to good to do such a simple task? I have seen a guy cutting the grass at the baseball field everyday or it seems...it looks nice but he has to be getting paid something..Its great that we are getting a new addition to the school in Desloge..but the new entry to the High school looks like a dump, can something be done there?

I am very glad that the employees at North County finally have received something positive. It seems like every time Poorman opens his mouth, it is more bad news. I am not a fan of Poorman but at least he held true to his word. For that, I applaud you. I would also like to give thanks to Larry Joseph, Lisa Umfleet, Barry McCord and Janet Barton for standing up for the employees. Board members like you are what makes a school run smoothly. As for the rest of the board members, get a clue. I know that North County has financial problems just like alot of other schools. I have some great advice for the district:
1. You dont need 3 superintendents! Let Jarvis retire and how about NOT filling that $120,000 position. There is 3 more teaching positions.
2. How many principals at the High School? Crabtree does a great job but he does not need 2 other people helping.
3. You have more secretaries at the main office than the schools do!
4. Why do we have an event coordinator?

I applaud Mr Poorman for for standing by his earlier statement on the stipends, it shows he will do what he says, Poorman for president, at least he was honest.

And district employee's are having a rough time making ends meet now, with the cost of everything rising and no cost of living raise for us, it shows Mr Poorman cares. And maybe instead of employee's finding higher paid jobs, they will stick with North County and ride out the storm, So, those of you that are turning your noses up at the stipend, Well, Bah Humbug to you.

well north county has the lowest salaries of all school districts because off all the assistants to the assisants superindtants if they would cut some of those people they would have money and why in the heck didn't they put a basement in at parkside instead of putting 15 feet of junk fill in that doesnt even compact called shell rock if that rock was any good they would of crushed it but it was no good it's junk and should have been compaction tested every 1 foot not just went u put the finall grade in so don't blame brockmiller when walls start cracking from settling blame the engineer's

As I said earlier in a posting when another local district announced mid-year stipends, this is a bad idea in this economic climate. A 30%-40% withholding in state aide, if it occurs, will be devastating to St. Francois County school districts. They will need every penny of their reserves just to remain solvent. At least Mr. Poorman is honest and admits it wasn't a wise thing to recommend.
