Madison County Commission Minutes
On January 11, 2010, the Honorable Madison County Commission met pursuant to adjournment with the following officers present: Presiding Commissioner John Rauls, First District Commissioner Dennis Bradford, and Second District Commissioner Larry Mungle. County Clerk Don Firebaugh was present to record the proceedings.

Mr. Sheldon Combs attended the meeting.

The meeting was called to order at 9:00 A.M. by Presiding Commissioner Rauls. After the Pledge of Allegiance, the following business was transacted.

Commissioner Mungle made a motion, seconded by Commissioner Bradford to approve

the agenda. The motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).

Minutes from the meeting on January 4, 2010 was read by County Clerk Don Firebaugh. Commissioner Bradford made a motion, seconded by Commissioner Mungle to approve the minutes. The motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes)..

                                                                                                                                                          

Steve Perkins, E-911 director reported with the status of personnel and equipment in the department.  He said operations were normal for the week.

Gregg Pruett, Road and Bridge supervisor reported the status of personnel and the condition of equipment in the department. He gave the Commission a list of work the department accomplished last week. Mr. Pruett said the department will be snowplowing today. Some county roads need more snow removed to allow schools to reopen the snow routes. Discussion followed on the inmate labor from the Department of Corrections that began today. Commissioner Mungle said work release personnel will be working on the 200 series roads, picking up trash and doing other small tasks, then moving to other county roads. He emphasized strongly that the personnel are low risk and will have monitors along side them at all times. A second application was received for the part-time position to transport and monitor the Department of Corrections personnel four days a week.

Commissioner Mungle made a motion, seconded by Commissioner Bradford to hire the person. The motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).

NEW BUSINESS

Commissioner Bradford said Patty Yount has helped him with a Regional Homeland Security grant for Region E. If approved, the grant will provide $313,717.36 to Region E that will purchase necessary equipment that will be used in the event of a disaster.

Several bids were acquired for used trucks and the Commission agreed to purchase a used 1999 Chevrolet truck for the Road and Bridge department in 2010 at the cost of $9000.00.

COMMISSIONER REPORTS

Commissioner Rauls has resubmitted paperwork for the third time to the state showing expenses incurred during the May 2009 windstorm. Madison County has received very little money from FEMA, through the state, from the disaster.

Commissioner Mungle, Commissioner Bradford and three employees attended a required orientation at the Farmington Correctional Facility last week that enables the county to employ inmate labor. Other Road and Bridge employees will attend as time permits. Commissioner Mungle said he received several calls from residents with icy roads.

Commissioner Bradford received calls from residents living on CR 428 and CR 506 needing chat. He checked CR 404, CR 421, CR 503, and CR 507 and found them all ice covered, with the hills being in very bad shape. Road and Bridge will take care of the problems today. Commissioner Bradford talked to Circuit Judge Pratt about a potential Road and Bridge employee/jury duty conflict in the case of severe weather. The problem was resolved. 

ERRONEOUS ASSESSMENTS

There were no erroneous assessments for abatement today.

Commissioner Bradford made a motion, seconded by Commissioner Mungle to approve accounts payable for last week. The motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).

No further business was transacted on January 11, 2010.

The courthouse will be closed on Monday, January 18, 2010 to observe Dr. Martin Luther King's birthday.

ADJOURN

Commissioner Bradford made a motion, seconded by Commissioner Mungle to adjourn.  The motion carried by vote: Presiding Commissioner Rauls (yes), Commissioner Bradford (yes), and Commissioner Mungle (yes).

The meeting was adjourned until the next regular session of the Madison County Commission at 9:00 A.M., Monday January 25, 2010.
